Sub-project ideas - SWG application procedure

Call for proposals

Proposals for SWGs can only be submitted in the time limits defined for each open call for submission of projects. The starting date and the closing date of the calls are defined by the RFO-Steering Committee.

Open call for sub-projects
Regular calls for sub-projects are organised within "Change on Borders".

As remaining budget is available within the framework of "Change on Borders" a fourth call is opened in order to enable the implementation of small sub-projects. As possible topics "cross-border police cooperation" or "cross-border risk management" might be of interest as these themes have not been tackled so far. All possible sub-projects can only have a maximum length of 1 year. The time schedule of the open call is as follows:

  • 20 March - 19 May 2006: fourth open call for SWG proposals
  • 19 May 2006: deadline for the submission of the SWG Application
    Forms to the RFO Helpdesk
  • 16 / 17 June 2006: Steering Committee meeting and decision on newly
    submitted SWGs

Potential / interested applicants should contact the representative of their respective Main Partner region as soon as possible in order to check whether the region has a remaining budget available in the RFO "Change on Borders" or not.

Application Form
For the presentation of SWG-projects, promoters have to fill in a standardised Application Form that needs to be sent to the RFO-Helpdesk before the closing date of an open call for submission of projects. The instructions (see below) might be helpful for filling in the Application Form.

Project selection process
Submitted SWG-proposals will be assessed by the RFO-Helpdesk according to a number of defined “eligibility criteria – and – content assessment criteria”. Nevertheless, the final selection and approval of SWG-proposals is made by the RFO Steering Committee.

Implementation Agreement

Once an SWG-project is finally approved and possible conditions are fulfilled, the Lead-Participant of the SWG has to sign an Implementation Agreement with the Financial Manager of the RFO “Change on Borders”.

This Implementation Agreement contains procedural and technical provisions and obligations that need to be observed during the SWG-implementation process.
